Quoc holds his PhD in international economics at Institute of World Economics and Politics and brings with him more than thirty years of experience as a researcher and ten years as a deputy editor-in-chief.

His area of expertise are transitional economies and polities, Chinese studies, and Greater Mekong Subregion economies. Additionally, Quoc has been engaging in teaching undergraduates and post-graduates at universities and institutes across the country as well as offers on- the-job training for young trainees.
